This is a trolling fin. In trolling, the fisher drags the bait on a fishing line through the water from a boat at varying depths and speeds, depending on the habitat and on what fish he or she is trying to catch. The trolling fin helps to prevent the line from twisting when being pulled through the water. Frank Earl Fenderson, a real estate businessman in St. Petersburg and avid fisherman, patented this trolling fin in 1931. He later sold it to the Shakespeare Company.
