Frank Chevalier, originally from France, settled in St. Petersburg around 1919. He opened a fishing business, selling bait, renting boats, and connecting fishers to fishing guides. He also began making fishing lures. After he closed the business in the early 1930s, he continued to make lures, selling them from several local businesses in the St. Petersburg area.
